AVIF libraries for Ruby

• ruby-vips binds libvips, which reads and writes AVIF through libheif. It’s fast and uses little memory, and it’s the default backend of Rails Active Storage variants (through the image_processing gem). Pick it for AVIF in Ruby.

MiniMagick also converts to and from AVIF when the installed ImageMagick is built with libheif, by running the magick command line tool.
