ICO libraries for Go

• go-ico (github.com/sergeymakinen/go-ico) decodes and encodes ICO, and its cur subpackage handles CUR with hotspots. It reads all entries, writes multi-size icons and registers with the standard image package.

The standard library and golang.org/x/image don’t include an ICO codec.
