TGA libraries for Go

The Go standard library and golang.org/x/image don’t support TGA. ftrvxmtrx/tga is a pure Go package with Decode, DecodeConfig and Encode functions that work with image.Image. It hasn’t changed since 2015 but reads all TGA variants and passes the TGA 2.0 conformance images.
