TGA libraries for Python

Pillow reads and writes TGA in grayscale, palette, RGB and RGBA modes, raw or RLE-compressed, and keeps the image ID field and orientation. Libraries built on Pillow, such as imageio, read TGA through it. OpenCV (cv2.imread) does not read TGA.
