JPEG 2000 libraries for Go

Go’s standard library and golang.org/x/image don’t decode JPEG 2000, and there’s no mature pure-Go codec. Use a cgo binding:

• govips binds libvips, which reads and writes JPEG 2000 through OpenJPEG. It’s fast and memory-efficient, and also resizes and converts to other formats. It needs libvips installed (with OpenJPEG support) and cgo.
