JPEG XR libraries for Rust

The image crate doesn’t support JPEG XR. The available crate:

• jpegxr bundles jxrlib’s C source, compiles it with cc and bindgen, and exposes a small safe decoder: size, pixel format, resolution and pixel copy (whole image or a region). It doesn’t encode.
