HEIC libraries for Rust

• libheif-rs is a safe wrapper of libheif: decoding and encoding HEIC and AVIF, metadata, thumbnails, depth images, and decoding hooks for the image crate. MIT licensed; needs libheif (system or embedded build) and its codec libraries.

The image crate doesn’t read HEIC on its own. heic is a new pure Rust HEIC decoder with no C dependencies; note that it is licensed AGPL-3.0 or commercially, which rules it out for most closed-source software.
