WebP libraries for Ruby

• ruby-vips binds libvips, which uses libwebp. It reads and writes lossy, lossless and animated WebP, is fast and uses little memory. Rails’ Active Storage and the image_processing gem use it for WebP variants.

MiniMagick also converts to WebP by running ImageMagick’s command-line tools.
